If an incident results in a discharge (or retirement) of an Enlisted Petty Officer, it is not an evaluation. Why a 3 month EER? A rating is subject to one “interim EER” every 3 months by their chain, if they have not shown progress enough for a new EER. The new review will run more than once every 3 months.
